STARTTS

CAMLAP (Computer Assisted Multi-Language Assessment of Proficiency) is a language assessment tool built for STARTTS, the NSW Service for the Treatment and Rehabilitation of Torture and Trauma Survivors. It helps clinicians assess language proficiency for refugees and asylum seekers across 120+ languages.

Built in Flutter for web, CAMLAP is designed to work across desktop browsers, tablets, and mobile devices without needing to publish to app stores. It meets WCAG AA accessibility standards, a hard requirement for government-funded healthcare tools. A clinician can use it on their desktop, hand a tablet to a client in a consultation room, or access it on a phone in the field. All from the same URL. Delivered by a blended team across the Australian East Coast and the Philippines, with Australian project leadership.

When we recommend Flutter

Flutter is not always the right choice. We also build with React Native and recommend it for projects that only need iOS and Android. But Flutter wins when:

  • You need more than just a mobile app. Flutter for web lets you build one codebase that works on desktops, tablets, and phones without publishing to app stores. STARTTS CAMLAP does exactly this.
  • Accessibility is a hard requirement. Flutter’s Semantics tree gives fine-grained control over screen reader behaviour. Easier to get right than React Native’s bridge-based approach.
  • Pixel-perfect custom UI matters. Flutter draws every pixel. You get consistent rendering across platforms without platform-specific quirks.
  • Your procurement team or government framework specifies cross-platform. Flutter ticks that box.

Why Flutter instead of React Native?
Flutter compiles to native code on every platform: iOS, Android, web, macOS, Windows, and Linux. If you need more than just mobile, particularly web and desktop from the same codebase, Flutter is the better choice. It also has stronger built-in accessibility support, which matters for government and enterprise projects.
What is the STARTTS CAMLAP project?

Is Flutter mature enough for enterprise?
Flutter 3.x is stable and used by Google, BMW, Toyota, and Alibaba in production. We have been using it for enterprise and government projects since 2021. The ecosystem is mature, the tooling is solid, and Google is investing heavily in Dart and Flutter long-term.
Do you build Flutter web apps or just mobile?
Yes. Our STARTTS CAMLAP project is a Flutter web application that works across desktops, tablets, and mobile browsers without needing app store distribution. Flutter web is well suited for internal tools, clinical applications, and content-heavy platforms. For public-facing marketing sites, we still recommend React/Next.js for SEO reasons.
